I don't think its accidental. There is a complete find-and-replace switching out the idea of sex based inequality w the fudge of "gender" (is it just a polite way of saying sex or is it an identity?)

International development orgs already know they have a problem of how to move power & control out of their old colonial HQs. But here they are replicating it again thru imposing the idea from elite Northern universities that we must not talk about sex. That sex does not matter
...without acknowledging that is what is going on. It is setting up local staff and local organisations (and any staff anywhere who do want to talk about sex based rights) for the kind of bullying control that we already know is a problem in orgs.
It throws away ability to name the problem when people at HQ of @amnesty @ActionAid @AWID etc. believe nonsensical statements like "the “biological” sex binary..bears no relation to patterns of gendered oppression &exclusion, experienced by all women"https://hiyamaya.net/2019/03/27/dear-feminists-of-the-tax-justice-network/ …
And when an organisation that is supposed to be speaking truth to power, decides that it would be too controversial to use the word sex, just once, in a major document advocating that governments take women's rights more seriously its setting itself up to capitulate
