And the substantive point is yes of course some "avoidance" is really evasion. But for IFFs what is being proposed is that "misalignment" with an alternative tax system is really avoidance, and thus really evasion. You miss this TJN proposal out altogether.
In all fairness I have written newspaper articles and been told to leave sources and references out because it is not an 'academic publication'. I would not assume bad intent.
