I am also not fully convinced (although the act itself is not excusable), as literature points at linkages and technology spillover of FDI as drivers of growth, rather than tax income et al.

I'm talking less about growth (in terms of GDP) here, and more about services. If govts. are able to mobilise more resources domestically, they are (theoretically) able to provide better services. Mostly it doesn't have to be an either/or - either FDI OR paying the right taxes.
