I guess I can't criticise anyone for calling it an "IMF estimate" anymore now Lagarde has used it, but how it got from being a "highly speculative" figure in a staff report to be given this status?

Indeed. Even if all that 1.3% alleged income were collected which it couldn't, it would be less than 4 months GDP growth. Growth friendly policies are what's needed here, ( rule of law, economic freedom, no cronyism, no subsidies etc ) not pandering to public perception about CT.
