The feminist foreign policy IS about women and girls, but gender is not binary. It’s covers a spectrum (LGBTQI, nonconforming, etc.), and we’d be remiss not including others who are marginalized in our movement forward. And it’s still very much about countering power structures.

What about sex? Sex is binary (yes some men and women have DSDs, sex is still binary, not a spectrum). Women & girls as a sex includes includes L women, B women, GNC women, Q women. Women whatever they wear & however much they conform or not. It just doesn't include males.

"other traditionally marginalised groups" can include allsorts eg disabled men, speakers of minority languages, gay men, elderly people etc. But it's not clear why "feminism" is the right frame for everything.
