Shouldn’t there be criteria on responsiveness to developing country needs/asks & track record on building local systems & capabilities? We should start calling for this, & then figure out how to assess it.

Yes absolutely. Just think it’s important to put developing country agency and needs at the heart of it from the outset. I would not be surprised if these end up an after thought.

Would they be able to distinguish between multilateral banks based on merit? They work through governments so it's hard for people outside government to assess how they work. There are tangibles - roads built etc - but many don't put their signs on them (& we don't want them to).
