Many good folks at the OECD worked hard to deliver progress, and when some country-by-country reporting data from multinationals becomes public, we will start to see new accountabilities for the jurisdictions ultimately responsible for the most gross profit shifting abuses.

What followed? The US, having constrained BEPS so tightly, turned around and went its own sweet way. The EU now leads efforts to find a workaround in respect of the most visible abuses of the arm's length principle, in the digital services sector.
