      Many good folks at the OECD worked hard to deliver progress, and when some country-by-country reporting data from multinationals becomes public, we will start to see new accountabilities for the jurisdictions ultimately responsible for the most gross profit shifting abuses.

      But the hands of Pascal's team at the OECD were completely tied at the outset, by the insistence of some member states that the BEPS process could not consider alternatives to arm's length pricing.

      This, coupled with the near total absence of effective voice for lower-income countries, led to a series of piecemeal steps whose basis and very implementation was skewed against those who were not at the table.

      Result? Even as G20 mandated the OECD to introduce transparency measures long advocated by @TaxJusticeNet - automatic exchange of information, and country-by-country reporting - the lower-income countries were excluded, leaving them facing even greater inequality in taxing rights

      What followed? The US, having constrained BEPS so tightly, turned around and went its own sweet way. The EU now leads efforts to find a workaround in respect of the most visible abuses of the arm's length principle, in the digital services sector.

      The G77, meanwhile, has been fighting just to prevent OECD members from eliminating all mention of multinational companies from the illicit financial flows resolution of the UN GA - despite their forming part of the agreed target of the Sustainable Development Goals (16.4)
