Since I am lucky to catch u online, @MForstater one more qn: thinking about your point about size of sums. @gabriel_zucman estimates some 15billion lost for afr gov annual revenue from non-reported returns on hidden assets. Should that be accounted as IFF- although not a «flow»?
$15bn Africa. Yes I wld count this as illicit (evasion), but as u say it is not really a 'flow' (& its a net tax loss rather than gross undeclared returns, so take care if adding up..). Overall i think coming up with big numbers less useful than understanding practices!
