      To be fair, we don't know if it was PAYE avoidance; but the @FairTaxMark said nothing beyond "trust us, it's fine".

      Subjective criteria assessed by an unknown person with no avenue for appeal as far as I can see. Would Starbucks or anyone on ECRA's boycott list get a fair hearing? Would right-on orgs get waved through? OK for a private thing but can't be compulsory.
