When are stereotypes of masculine and feminine behaviour *ever* helpful? I think the answer is never. Why would stereotyping men as "taking charge" and women as "taking part" ever. ever. be helpful or appropriate in a school?

And I think your point about fgm being in the context of other surgery/alterations is unfair because it's there, boxed, *as a contrast*. Personally, I'd bold/italic 'illegal' and 'non-consent' too.
I would read that text as suggesting these stereotypes exist (which they do, to a greater or lesser degree in different places) and challenging them. That's how I'd use that.
Have you read the article? It is not about challenging stereotypes. It is about "choosing your gender". It explains this by offering, "gender scales". It suggests that whether you are rational or emotional etc has a bearing on "choosing your gender"
