I think the point is to help kids see that these stereotypes of masculine and feminine behaviour are not always helpful.

It offers them as a scale for helping children in 'choosing their gender' https://www.bishuk.com/about-you/whats-your-gender/ … - I think the clear implication is that being on one side or other of these scales relates to masculinity or femininity (no one says their gender is "shy" or "rational")
