Not caring about distinctions between IFFs, evasion, avoidance & BEPS undermines your case for resources at UN. Its like arguing about which body should be responsible for food safety while viewing distinction between frozen, cooked and raw chicken as "quibbling over semantics"!

Yes, and customs and tax authorities also deal with all of these issues. But not by muddling them together. I won't try to go too much further with the chicken analogy!
