A lot of U.K. PFI projects are now open book, and I believe Scottish PFI also explicitly has a profit sharing mechanism. Not my specialist field but I could probably find people for you to talk to?

Even putting aside the Q of perception of UK corruption this seems just what is needed to get a grip on procurement. I suppose it would not work for v large and complex, eg Defence (planes or ships) but would do for NHS, local authorities etc.
