      The back door in this case is requiring public info to name & shame companies into aligning profits w/location of workers and sales, without that being an outright requirement.

      I think so--public CBCR will serve the purpose of making companies wary of having a huge discrepancy between the location of income & the location of workers, sales or facilities, because of bad headlines. Which is maybe a good thing! But it's not the law.

      I think ideally the back door leads to the front door: transparency => public pressure on business => demand from business for govts to align tax system outcomes with public expectations.

      And not sure if public expectations are soundest base for good tax policy? Look at Tariff expectations now in USA because of political drive.

      I think the problem the system faces now is precisely the disjuncture between outcomes and public expectations. We can argue about the direction from which a realignment should come, but in democracies it shouldn't be left to fester.

      (2) An org held a citizen's jury about tax in the UK 'how to pay for the NHS?' - after hearing and discussing about all aspects of capital & income taxes, NICs etc.. the conclusion was 'don't change anything, just stop MNCs tax dodging...'

      That debate is certainly starting to happen. Eg see interventions from @PJTheEconomist https://www.ft.com/content/268a33d8-9ed3-11e8-b196-da9d6c239ca8 … and @RichardJMurphy http://www.taxresearch.org.uk/Blog/2018/08/14/the-uk-tax-system-is-a-mess-but-it-could-be-sorted/ …. Big question for me is how to make the politics of reform work

          Good question. The first question is something we're trying to think about at @TaxJusticeUK. How do you build the political support for (fair) tax changes needed to deal with our changing society/economy? V interested in people's thoughts.
