The problem is that developments via the back door lack legitimacy. Just look at our mutual neighbors who got convinced that illegitimate laws were being imposed on them by the EU....
Yes agreed re: disjunction between outcomes and public expectations in a democracy.....a couple of stories which illustrate the disjunction for me.... (@hselftax @JudithFreedman @robertnpalmer )....

(2) An org held a citizen's jury about tax in the UK 'how to pay for the NHS?' - after hearing and discussing about all aspects of capital & income taxes, NICs etc.. the conclusion was 'don't change anything, just stop MNCs tax dodging...'
