Depends on level of penalties. What if they put Sub Ltd into financial difficulties costing jobs? What if they render local directors of Sub Ltd criminal? They'd need to be that kind of level to force extra territorial compliance.
Right, but I wonder if they are providing the info at all. It is comply-or-send-a-letter-to-explain-why-you-cant. I wonder if the subsids just send a letter saying 'sorry we dont have that info'...

I assume that'd be a enforcement issue between the Vietnamese tax authority and a Viet. taxpayer? I don't know the legal technicalities but seems like a parent org shouldn't be able to make it impossible for a local sub to comply w/local laws, otherwise it'd be a huge loophole.

Why, if those laws breach international norms? I mean this law looks modest. But what if Vietnamese law demanded eg personal details of ultimate shareholders who couldn't be identified due to e.g. CIV intermediaries so compliance was impossible?
