@IMF_atUN good question! I think: recognise this. Talk about it honestly. Prioritise no regrets actions without relying on 'the number'. Measure progress on commitments & effectiveness (eg 'mystery shopper' AML tests) Support locally owned tax reforms & fact based public debates
