Well, 1) If no one else has the resources to perform the study, it seems unlikely that anyone has resources to check and challenge the conclusions. This includes the public institution that outsourced the job 2) We’d still be missing a neutral assessment to inform policy makers

Sorry that is really week. People check and challenge studies all the time (I wish they did it more!) - e.g. surveys, clinical studies etc... you don't have to have the wherewithal to do the blood tests yourself, or whatever to read the study and judge its findings and validity
