I didn't think the argument was that resources were low. Rather that big 4 were being paid mns. Civil servants should have the capacity to assess policy, but some surveys and research always likely to be outsourced. Barring work involving tax practitioners seems strange

Well, 1) If no one else has the resources to perform the study, it seems unlikely that anyone has resources to check and challenge the conclusions. This includes the public institution that outsourced the job 2) We’d still be missing a neutral assessment to inform policy makers
