      Equally interesting question IMO: When should these types of studies be outsourced and what level of technical expertise should be secured within the Commission / governments in order to effectively and legitimately regulate an area?

      EU also commissions advocacy work to support its aims (Not always made clear by those doing it, so fuller transparency needed.) Open lobbying has dangers - eh mismatched capacities - but resource intensive if EU had in house ability to do everything. So how to create trust?

          Not an expert, but happy to offer a contrarian view for the sake of it :-) Given the high political attention and that not all analysis in the area has the rigorousness needed I could see good reasons for EC to scale up their capacity in this area and conduct it inhouse.

          For an institution (EC) which on a regular basis face critisism when it impose rules on member state regulators which are impractical or "out of touch" this type of work actually looks like a pretty foundational piece of research which could help avoid such issues. My 2cents.
