Not an expert, but happy to offer a contrarian view for the sake of it :-) Given the high political attention and that not all analysis in the area has the rigorousness needed I could see good reasons for EC to scale up their capacity in this area and conduct it inhouse.

For an institution (EC) which on a regular basis face critisism when it impose rules on member state regulators which are impractical or "out of touch" this type of work actually looks like a pretty foundational piece of research which could help avoid such issues. My 2cents.
