I assume that it is an estimate from TJN of tax lost. But even if correct I really doubt that Registers will recover all of it.

No idea. @gabriel_zucman estimates UK tax losses from all havens at c. UKP 5 bn. And that is on the basis that 75% of all offshore income is undeclared.
