It looks like he didn't get an automated ESTA because of countries visited, so has to apply for a visa... Maybe more 'computer says no' than something more sinister? (amongst all the the other definitely sinister stuff to fear)

I got my Esta rejected via the online application right after Trump’s inauguration. I thought it was very sinister at first, then remembered I’m not very important so that was unlikely. It was rejected online because of countries I had visited, but was then approved by a human.
