KPMG is clearly not covered in glory here. But they are a bit player. There is a tendency to look for a Western protagonist to be the focus (hero or villain) of explanatory stories of progress or problems
Absolutely. And I think it's a bit like counterfeit elections. International observers can legitimise authoritarians' rigged elections, but they're not the main players. It's the outcome of multiple actors, processes, & incentives.
