but doesn't business competitiveness depend partly on consumer priorities, both in the UK and internationally. whether they prioritise low prices or high standards.

Yes. I'm not saying don't use this lever. I'm saying the ultimate win u are after is not "high stds in UK supply chain", but (say) children out of dangerous work into good ed. Then *tactic* Q is how to use the levers of consumer pressure , UK regs as a pathway to that goal.

So Q is: can u effectively deliver on A through an approach that delivers on B? If the objective is defined too narrowly ('corp accountability') then u can end up viewing goal as e.g. No child labour in UK supply chain (but children move into brick making, domestic work etc)

Yes, and child labour is an incredibly tricky issue to tackle. If you pay for a bundle of cotton to be harvested, then poor families recruit all hands on deck. It's very hard to know which hands harvested the cotton.
