Universally dumb? Almost every of country in this world has more than 2 parties. And I'm sure that Lincoln winning as a 3rd party candidate was dumb to those that opposed him.

I understand why the law is there but what is the rationale for 10K cutoff? What is the cost to the State to maintain such registrations or cost to unenroll these folks?
