IMO: Means you do what’s correct. Which includes sometimes choosing to not do anything. So active decision to not intervene. I think the old fashioned phrase is watchful expectancy.

Depends on if I'm saying it in an approving or disapproving tone. "They practice... conservatively." – test for everything, just in case. "Oh, yeah, when you work with them you'll see how to practice conservatively!" – medical minimalism.
