Yes the original idea allows for two things 1 to allow the voter and the press to focus attention on the governor AND for the Senator to be beholden to the State instead of his outside the state’s interests. The Founders has it correct but corporate interests ruined it.
But if you always have a republican Gov you’ll always have a republican senator. And vice versa. And how does the Gov select the senator? Highest bribes? See IL

Nothing is perfect but that way would guarantee turn over at the federal level. Ohio has term limits but it is only limited to the seat, so the GOP just moves them to different elected positions. DeWine, House, Senate, Attorney Gen. Payments get exposure Gov out new Senator. Easy
