If the security guard were to be injured while engaging the suspect, the payout for that employee could be vastly more than the value of the stolen items. In these situations they are told to sit back and watch, lest they be fired.

Sure, although at some point the insurance company is gonna stop covering you. When I worked in retail, decades ago, theft was just “shrinkage” and typically wasn’t insured, only property damage or customer injury was covered.

Because his training is to follow Walgreens corporate policy, which is not to confront and physically detain shop lifters. He is there to Observe and Report.
