So are users who don't often watch content, going to be removed? I'm subbed to a large number of channels, not all of which I watch on a regular basis, will my subs be targeted by this system? To be clear, I don't care about my sub count, I care about the channels I'm subbed to

No, we don't remove inactive subscriptions--only closed accounts or spam subscribers are removed from the channel subscriber count.
