Australia does not use HCQ at all (other than in some useless in-patient trials). If someone could do what you are trying to honestly, with reference to documentation proving governments carried through with it, it could provide compelling evidence.
The following countries all use Hydroxychloroquine, and advocate EARLY Usage outside of hospital settings: Israel, South Korea, Australia, S Korea, Turkey, Argentina, India. This is not factual. We have famous Americans that were treated there with Hydroxychloroquine when this virus broke out, and although your media has also railed against it for monetary reasons, it is still being used there.
