Isn't that adware is just a free app with ads as a way for the author to earn money? Just like free websites with ads? And that category makes the biggest number here, kinda clickbait...

Apps with in-app ads are not adware thus are not included in this category. Adware displays unwanted ads outside of the app context, many of them don't have any functionality and hide its presence on device. Such apps violate Google Play rules and because of that are removed.
