While this will be such a financial hardship for those in this industry, and I hope they will get some sort of assistance, this needed to happen.

No, it doesn't. There is no NEED for this. If the elderly and people with weakened immune systems self quarantine, and families stay away from them, then there is virtually no danger. In the meantime we are taking potentially thousands of dollars away from people who need it.
