The overwhelming majority of SF’s highest utilizers of city services are homeless and dealing with addiction. How many beds are there for in-patient treatment? And can #sfhomelessness be “solved” without in-patient treatment? What’s your plan @JaneKim @MarkLeno @LondonBreed?
