Are other cities using safe injection sites? Are they working? What's your model?

Vancouver is, and yes, they work well. President Breed visited safe injection sites there last year. Its a little trickier in the US b/c of federal law so SF is out front with a few other cities, e.g. NYC which just made a big announcement.
