Empty lots are a good focus, but upzoning some housing is needed to get the scale of change we need. Perhaps a compromise would be setting an minimum floor area/lot size ratio for housing to be excluded? So a small house on a huge lot with a willing seller would not be exempt.

Please, "exclude any housing parcel currently occupied by renters," not "with sound housing already on it." This proposed amendment waters down the impact to the point of uselessness
