The hold up to illegal inlaws is buliding codes not to standards,especially electrical. Or owners don't want to pay tax assesements. Or HOA's don't want to be liable...on and on.
The City is sitting on hundreds of affordable, potentially rent-controlled Accessory Dwelling Units (aka in-laws). What's the hold up? We need to get these units on the market and we need them now.
