We are in our third month of this. Why have San Francisco's testing and contact tracing capacities not ramped up to meet the challenge so that we can move past phase 2?

no it is just testing for covid-19. for antibody tests, they are still being ramped up for trials. i believe that UCSF is leading that charge.
