Why not go a step further and not require they use future vacation or sick time? We are in the midst of a public health emergency so the accounting can wait until we are safe

What about when the city eventually forces city employees to stay home, why will employees be required to use their vacation and sick time to continue to be paid? This needs to be addressed.
