Today, the stock market dropped the highest amount in a single day in history. The City coffers are tied to income tax and property taxes. When (not if) we have a recession, who pays for these programs when the money coming in goes back to $6B-$8B a year for SF?

How much is this going to cost.? Will it be limited to SF resident or can addicts from all over the Bay come to safe sites to shoot up? Can you get some of the basics of government done first like fixing roads. I have been in 3rd world countries with better roads.
