People experiencing homeless, mental illness & addiction are the highest users of services and the most difficult to help off the streets. Given the intensity of infirmity among many mentally ill, we should expect to have to provide long term care in a supportive facility for the entire lifetime of these poor folks. This is hardly being addressed, and it presents a daunting, costly challenge.
