Too much mercy, not enough justice
This is how you make a difference, making changes at the begining of the cycle towards a life of crime/jails/prisons. Not just punishing those who made bad choices. We all just doing the best we can with the recources at hand.
Reform to me is that there are consequences for crime ... how many Smash & Grab perps will she let walk ? her appointment will not endear faith to Tourists, Conventions, and Citizens that things will improve
