We're constantly looking all over the City for opportunities. But passing unnecessary bureaucracy got us into the crisis that we are in today. More red tape will slow down the process and delay the resources we need to get people off the streets and into care and shelter.

No, we do not need a Navigation Center in every district. Rather, we need to get these people off of the streets, deal with the drug addiction problem and if not, there is jail. We all know that if an addict does not wish to help oneself, you cannot make it happen.

NIMBYism is a result of failing programs. IF Navigation Centers worked...IF they achieved their goals & met "Good Neighbor" committments...Try opening a series of "Delancey Street-esque" facilities and measure the backlash...But instead U provide needles & safe injection sites.
