As one who walks to work every day & whose office is a few blocks from Market, this is the biggest issue - and the behaviors that go along with major addiction & mental illness. Not all homeless people have these issues but this is the worst pain that we see on the streets.

You may have to consider that our 7x7 mile city is not the best place to effectively provide the mental health, addiction and rehabilitation facilities. Outside our city is more economical for operations, employment and livelihood.
