The market rate units here help subsidize the affordable units. By including market rate units, we can actually create more total affordable units than the 100% affordable proposal. Thank you for sharing how this works. I understand it very well . When I was a service provider doing counseling in order to give five people a subsidized rate we needed to charge 7 people the full rate to have a class of 12. Just to keep the lights on and pay the bills.
