Would be nice to prevent some deaths for a change, rather than dragging people back from the throes of a lethal overdose. Teaching people CPR is not the same thing as reducing heart attacks.

Start opening Psychiatric institutions. There people on the streets that should not be allowed to. No first country in the world that has these kind of street scenes; drug users, psychiatric patients, homeless. It is an embarrassment for such a rich city.
