While this is a positive step, it’s a shame that the city had to be embarrassed by the press into taking action. This is not being proactive - this is a little bit of action, already too late for some.

Scores of NGOs are given hundreds of millions each year, claiming or be advocates for vulnerable citizens, yet it was the press that drove this action. Yet again, zero accountability.
