In April, I appointed Dr. Anton Nigusse Bland to serve as SF's first Director of Mental Health Reform, to study the gaps in our system and recommend changes. We now have more data than perhaps any city in the nation about people w/ behavioral health challenges on our streets.
Here's what we now know: - 4,000 people demonstrate the highest level of service needs. - 41% are high users of psychiatric & emergency services. - 95% suffer from alcohol use disorder. - 35% are African American, despite African-Americans being only 5% of the City population.
Over the coming months, we will be rolling out a series of reforms to better serve these individuals and our City, starting immediately with connecting the 230 most vulnerable with care coordinators to navigate services and streamline connecting them to providers and housing.
Additionally, we will expand hours to include nights and weekends at the Behavioral Health Access Center, which provides low-barrier, centralized access to mental health and substance use care, as well as on-call transportation to get there.
This will not be easy and no single change will fix our system overnight. We will continue to use the data and findings to create a more comprehensive and effective system so that no one falls through the cracks.
