Navigation Centers are good first steps in dealing with the homeless. It will take tens of billions of dollars and a full commitment to actually resolve the crisis. The city and its residents need to understand that. I don't envy your position in trying to convey that message....

Tens of billions of dollars to house ~8000 people? Give or take a few billion for health services? If you are counting a new bridge, it’d be more constructive to describe the problem so plainly.

S. F. City officials should be liable for their actions. If any crimes or harm take place because of these Navigation Centers. Look at the fires that are currently happening in San Jose. Breed, Asha, And the rest should be financially liable.
