Is it really appropriate to spike the proverbial football when passing legislation that is estimated to impact 5 individuals? While it seems like the right direction, it is the smallest of steps. We need, want, and expect bold leadership from you to solve these issues.

That’s not accurate. The chronicle keeps making this statement, but the actual number is 50-100. We have legislation pending in Sacramento to ensure the program can be fully implemented.
