Mayor Breed, There is a reason Uber & Lyft support this fee: it is way WAY below what they could & should be charged for the externalities they cause. NY imposes $2.75/ride (also way low). No no! Why punish citizens who can't afford to own a private car? If cars are creating congestion and safety issues, tax all cars equally with something like congestion pricing.

I didn't have a car the first 3 years I lived in SF -- pre ride share companies. We did just fine with public transport, walking and taxis.

You should focus on making BART a clean, safe mode of transportation rather than the disgusting option that it is today. Start by making it accessible to only people who pay to ride. I will not sit on BART, too filthy, and high likelihood of feces and/or urine present.

Just an excuse to implement a tax that is going to be passed on to riders. There needs to be limits on the number of drivers operating in the city and priority should be given to resident drivers.
